A few days ago, I met with Kelly Fairman and Sir Ken Knight of the London Fire & Emergency Planning Authority. They visited me at NFPA headquarters to talk about their efforts to get fire-safe cigarettes throughout the European Union and to get an update on our Coalition’s progress here in North America. It’s estimated that 1,300 lives could be saved across the European Union’s 25 states each year if fire-safe cigarettes were made available. And heading up the efforts is a group called the EU RIP (Reduced Ignition Propensity) Alliance, which is pushing for new legislation to introduce a RIP standard for cigarettes. “This standard has already been shown to work in the United Stated and Canada, and could mean a big fall in the number of domestic fires if it was introduced in the UK and across the European Union,” says Sir Knight. “Far too many people still die or are seriously injured every year in avoidable fires involving cigarettes. As far as fire and rescue service is concerned, the sooner the new standard comes in, the better.”

Mountain-shaped guide blocks 18 are attached to the upper surfaces of the blocks and 13 and 14. On both sides of the upper portion, i.e., the entrance of each supplying passage 12 are provided a pair of agitator rollers 11 which make reciprocal rotation to introduce the cigarettes C in the hopper 2 into the corresponding supplying passage 12. The cigarettes C are guided one by one from the hopper 2 to the guide blocks 18 and delivered one by one by the agitator rollers 11 to the supplying passages 12 to be arranged in a row in the supplying passages 12. The cigarettes C arranged in a row in each supplying passage 12 are moved downward under the gravity. A holding member 15 is provided on the lower portion, i.e., outlet end of each supplying passage 12. The lowest cigarettes C of the cigarettes arranged in a row in each supplying passage 12 is held by the holding member 15, prevented from dropping and supports the weight of the cigarettes C in the supplying passage 12. A receiving drum 20 is provided on the lower end of each supplying passage 12 and rotates in the arrow direction in FIG. 4 around its own rotary shaft 21. Two (for example) receiving members 22 are formed on the peripheral surface of each receiving drum 20. A suction hole 23 is formed in each receiving member 22 and is opened at the peripheral surface thereof. As the receiving drum 20 is rotated, the cigarettes C held by each holding member 15 on the lower portion of each supplying passage 12 are received one by one in the depression formed in the receiving member 22 and sucked and held by a negative pressure. A piling drum 50 is provided so as to corresponding to each transporting drum 40. As seen in FIG. 2, three arranging drums 30 are arranged close to seven or six receiving drums 20 correspond to the number of one row of the cigarettes online C. The peripheral speed of each arranging drum 30 is set to be the spherical speed of the corresponding receiving drum 20. As shown in FIG. 3, a plurality of groups of depressions 32 are formed in the peripheral surface of each arranging drum 30. The number of each group of arranging depressions 32 is equal to the number of a row, i.e., seven or six. When each group of the arranging depressions 32 pass through the receiving drum 20, the cigarettes C are transported into the corresponding depressions 32. Although not shown in FIG. 3, the similar suction holes to the suction holes 23 are formed in each arranging depression 32 and are open at the peripheral surface thereof. The transported cigarettes C are sucked and held by a negative pressure.

The team found that between 6% and 9% of people using nicotine replacement products managed to reduce their use of Camel Cigarettes, which was certainly better than the control groups where only 1-3% reduced their use. The team also found no evidence that the treatments that aimed to reduce use diverted people from stopping completely. However, the researchers point out that there is no evidence that reducing the number of cigarettes used has any health benefits, other than leading people to one day quit smoking entirely. I can read this analysis two ways. One way tells me that reducing the number of cigarettes is not an unreasonable path to completely quitting smoking one day. That’s promising. The other way seems to say that reducing the number of cigarettes doesn’t improve health anyway, so you might as well smoke more? I’ll go with the first. Less cigarettes has to be better than more.

I’m surprised no one has mentioned the fire risk. Smoking and cigarettes are a significant cause of fires, especially with those who fall asleep with buy camel on couches. Stoves and heaters are also causes of fire but as they are connected with the necessities of food and warmth it is an acceptable risk. I would not feel comfortable with a smoker living in a flat below me due to unnecessary risks to health from passive smoke as well as the fire risk. Smoking is not a necessity of life and should not be practiced in close proximity to other humans. It is dirty, risky, and uncouth.

The Tobacco Prevention Program held an educational conference regarding participation in CEASE last Tuesday for other community organizations that may be impacted by the negative effects of smoking. As an ex-smoker, I must say I find the preachy moralists and the secondhand-smoke hysterics to be a genuine embarassment. I quit for entirely personal reasons, and one thing I’ve pledged from day one is not to be one of those ranting ex-smokers. I admit, it’s easy for me to be humble in this instance. I’ve quit several times before, only to lapse back. But I’ve always recognized this as my choice, and never blamed anyone for it. I still find many of our nation’s anti-smoking laws to be highly illiberal and reactionary, and am sometimes tempted to smoke just out of spite. Which is probably why I’ll continue to enjoy a good cigar now and then, even if I manage to keep cigarettes behind me for good this time.
